Fixed HTML content to be used in lieu of an image.

5.5.4. Notes:

FixedContent can either be used at the row level to create fixed spots in the row. It can be used as a row header and footer to bracket a row in a table or it can be used in place of an image to create non-grid patterns of thumbnails.

It can also be used as a child of an Image tag in which case the FixedContent tag will be applied if we run out of images when rendering that row.
